UNICEF is mandated by the United
Nations General Assembly to promote the equal rights of women and girls and to
support their full participation in the political, social and economic
development of their communities and annually reports on the 17 common Performance
Indicators. Programmatically and institutionally, UNICEF’s Gender Action Plan
provides the main vehicle for integrating gender equality concerns into its
operational processes and policies, guiding the organization’s contributions
towards achieving the Sustainable Development Goals (SDGs).
Technical expertise provided by
consultants and consultancy firms plays a critical role in supporting UNICEF’s
work in gender equality, whether it relates to situational analysis, program
and strategy design, communications, research and studies or monitoring and
evaluations to achieve results for women and girls among other requirements.
UNICEF’s increasing involvement in
national and global partnerships and increasing use of multi-sectoral
approaches as well as an emphasis on innovation as a strategy to accelerate
results, are leading to more demand for technical expertise, particularly
through institutional contracts. To respond to the demand UNICEF seeks to
establish non-exclusive Long Term Arrangements for Services (LTA) with
sector-specialized organizations that maintain up-to-date rosters of gender
experts with proven experience, credibility and identifiable skill sets
